It seems, even the card network are puzzled by RBI directives and have reached out to them for further clarifications.

This was the previous RBI circular regarding the selection of card networks, and I think they are stopping for the implementation of these changes.
I wasn’t aware that South Indian Bank has a co-branded card with another bank, SBI.
Implementing this has no role in pausing the issuance of co-branded cards.
There are lapses in reporting the data and also in regulatory compliances as mentioned above, the reason for them to stop issuing co-branded cards.
