At the moment, I have only my E-Pan with me. I have changed addresses, and have not been able to get the physical PAN card delivered to me (returned undelivered, some issue with the delivery peeps).
Is there any provision for physical KYC verification? If not, could it be added? I am willing to travel to nearest Federal Bank branch and other relevant offices.

As far as I know, offline KYC option is not available for Jupiter users. Having said, it is recommended you send an email to support@jupiter.money to get this clarified
Is this digital Pan card signed or not ?
Signed e Pan legally valid for kyc , just print out the digital copy and also show your digilocker fetched pan at the time of video kyc.
Offline KYC is currently not available.
E-Pan is also not accepted for VKYC at this point.
Only Physical PAN is accepted at this point of time.
You can print out your e pan on PVC paper just for 30 rs from your nearest cybercafe . If not signed signed on the white area, and use it on video KYC.
