Are these emails required by contract? Why can’t Federal share these updates with Jupiter alone and then Jupiter share it with users in a more transparent way if/ when required?

These communications are required as per RBI regulations wherein a regulated entity has first responsibility to communicate any changes/update in charges/fees related to products it offers to customers.
