Are there any RBI regulations that are stopping us from building this? Personally, I feel this will be one such offering that can make me transfer my bank account from HDFC to neo bank

Can I safely assume that offering credit line with debit cards/UPI is possible, but not being widely implemented?

Yes. It is possible but banks are not prepared to handle low ticket credit
