Transaction got failed but still refund not received

My fastag recharge failed on 15th June still refund not initiated by jupiter bill payment.Request you to please help me to get my refund.

Already mailed regarding this failed transaction but not a single reply received from them.Also contact with mobile number not able to connect with human agent only ai voicemail.
